Abstract

Problems emerged from the implementation of decentralization of the civil servants (PNS) across the country is giving a serious threat to the central government. Some examples of problems caused by the wrongdoings of the practices of this decentralization policy are, among others, the inneutrality of the civil servants, their uncontrollable growing numbers and structure, their poor management and big gap of quality among many regions. This essay argues that decentralization paradigm is still a good choice for regulating civil servants in Indonesia but its implementing policies need improvements in many areas.

Abstract

Reform movement has not not only brought down the Soeharto authoritarianregime but also strengthened Indonesian people’s pressure for better militaryreform and parliamentary role. As parts of democratic transition, the reforms of both state institutions started with the amendments of constitution. Afterward, DPR becomes a ‘superbody,’ and the pressure for security sector reform (SSR) was further conducted. These studies revealed that parliament’s strong position still, however, in reality could not comprehensive- and significantly push SSR as has been previously voiced by the reform movement.

Abstract

Food is an important commodity since it has a direct impact on human life. This paper argues that cheap food rezime has disappeared due to uncontrolled population growth while at the same time there is a decreasing production caused by the lessening land farming and global warming. Food crisis can affect instability of national security, which in turn implicates world peace. It also argues that a nation with a good food security policy has a better position in the international politics. Indonesia as a developing country has to stand on its own feet, if the country does not want to fall into the food trap of developed country on today’s free trade era.

Abstract

As Indonesia is a democratic state, general election is a means to run the people sovereignity. To achieve a qualified election, we need a proffesional institution there on. Such a professional institurion has been conducted by the Constitution 1945, Article 22E section (5) as saying that the election is held by a national election commission, whics is permanent and autonom. The provision underlines that such an institution shall be free from any form of intervention and from whatever parties, in conducting its all tasks, function and authorities. Today there has been the law No. 22/2007 on The Election Organizer ruling the National Election Commission, Election Oversight Body and its their function and authorities. However, refering to the evaluation of the election in 2009, there have been many problem arising from organizing, tentative eligible voters, the seats allocation to the determination for the elected legislators. The main reason for such problems count for both doubtedness of the integrity and capacity of the commissioners and unsincronized electoral legal frameworks. Therefore, there shall be a concrete effort to organise an election through a more comprehensive codified legal frameworks. Partial amandement of the Law No. 22/2007 shall be viewed as an intervening goal to achieve a comprehensive electoral legal frameworks.

Abstract

Bilateral relations between Indonesia and The United State of America had been begun since the Indonesia’s Dependence. But, the relations had not always been connected. They even got worse when The Congress of The United State of America imposed an embargo to Indonesia related to the chaos in East Timor. After The Comprehensive Partnership Agreement in 2010, both parties were hoping that they will convince to make a better and also mutually beneficial future. Both parties have decided to develop the Comprehensive Partnership Agreement in order to enhance the relations especially in trade and security issues because both of the countries have the interdependence in both issues. Because of that, this paper will analyze about the importance of Indonesia to the United States of America and the beneficial to Indonesia after the Comprehensive Partnership Agreement.

These proposal tend to reflect of public assessment over a parties role in the nomination every pairs of pre-candidate process before on the next stages become the candidate of President and Vice President  definitive. The parties domination is not only presenting an impact of elite oligarchy and their particular interest impression, but also colored by an assumption on money politics transaction.

Abstract

Facing Legislative Election 2009, PDIP practices caderization method that emphasizing the aspect of Party ideology, but as a matter of fact this is not supported by giving substance or matter of caderization that giving attention to increasing quality and capability of each Cader of PDIP itself individually, especially in circumtances of leadership, disipline, militancy, and loyalty. This indicates as well there is still a difference of point of view among the Party Leaders in the matter of substances which are needed to be given in each Party caderization programs.
